ODBC with Win95

I got 16 bit ODBC to work on NT 3.51 after getting the same error message.
 

Check the following are correct
Path - includes c:\ingres\bin
II_SYSTEM=c:     - no '\'
INCLUDE=c:\ingres\files
LIB=c:\ingres\lib
