I'll recommend installing OI an OR in different directories.
You can make it run from the same directory, but upgrades and
installation of patches may remove the carpet under Your feets,
and You may need to reinstall it all.

My recommandation:
Install OI as Ingres and make i run like a service.
Install OR as a different user in a different directory.
Move global ingres II_SYSTEM and PATH environments to user environments.
You can start/stop the OI-service as the 'different user'.
Make a small script that changes Your II_SYSTEM and PATH to OI.
This will give You access the OI tools, QBF, Report.....

You may give the 'different user' access to ingstart/ingstop
if You add an entry to the config.dat. Something like:

ii..privileges.user.: SERVER_CONTROL,NET_ADMIN,MONITOR,TRUSTED
