Actually, the ingres system keeps a file in $II_SYSTEM/ingres/files 
called 'loc.bin'. This is a binary copy of the iilocations table from iidbdb. 
This is what allows finddbs to know where locations should have been if the 
iidbdb needs to be recovered. To actually remove a location fully, you need to recreate
the loc.bin file.
