Journal size during a checkpoint

When the journals reach a target size a new file is started.
This only occurs at the end of an archiving cycle, which is why the
file sizes vary considerably.  If there was a lot of stuff to archive
the old file will be larger than normal.
I think there is a cbf parameter to change the archiver filesize
target although I don't recall the name at the moment.
