There is a known bug (one of many) with your release of Ingres concerning 
'losing' data from HEAP tables. When this bug 'occurs' only data on page 0 
of the table is accessible.

I don't have access to the bug number I'm afraid, but Tech Support will be 
able to help you (a Tech Alert is shipped with 6.4/05/02 describing the bug).
